Tully Barnes has been appointed as the new General Manager (Operations) at Fremantle Ports, the port has revealed. Mr Barnes was formerly with Svitzer Australia, where he was most recently the General Manager – Harbour & Terminal Towage West. Before that, he filled several defence related roles, and also several engineering and managerial roles. Before joining Svitzer in June 2014, he was a chief engineer with two different companies and, before that, he was a marine engineer for just over seven years with the Royal Australian Navy.
Paolo De Carolis has joined as General Manager, Major Projects, Fremantle Ports has announced. “There are a range of major asset investments in the years ahead at both Kwinana Bulk Terminal and Kwinana Bulk Jetty (subject to final approvals), representing a ‘once in a century’ investment in the port and state economy. In the role of General Manager, Major Projects, Paolo De Carolis is tasked with ensuring we can deliver on these significant investment programs, specifically on projects exceeding $100 million,” Fremantle Ports said in a statement.
Kwinana Bulk Jetty
Meanwhile, a 14-day shut-down and revamp has just concluded at Kwinana Bulk Jetty, delivering maintenance and upgrades to berths KB3 and KBB4.
Works included:
- Enhanced mooring capacity (installation of 26 new bollards, 5 new gravity fenders, and 10 new rubber arch fenders) – enabling the ability to safely secure larger vessels and protecting them from damage when moored
- Mechanical upgrades to the ALO3 (Siwertell) ship unloader – to boost unloading efficiency and equipment reliability
- Testing of high-voltage electrical systems

Maintenance works at Container Berth 5 (DP World) have been completed and the berth was handed back last Sunday (13 April 2025).
Key works completed include:
- Crane rail replacement and concrete works – replacement ensures the crane rail system can continue to support heavy loads and dynamic stresses, enabling smooth and efficient crane movements
- Under-wharf batter wall repairs – enhance the structural stability required to resist lateral forces from changing and extreme weather conditions
- Crane rail concrete shoulder repairs – essential to maintaining the integrity of the crane rail infrastructure, these repairs also help reduce the risk of workplace tripping hazards and the impact of heavy vehicles
- Deck soffit repairs (no deck restrictions) – the deck soffit is a key structural element, particularly vulnerable in marine environments. Repairs help preserve its integrity without restricting operations.
- Fender inspections and maintenance
- Mooring bollard refurbishments
