Following is the first briefing paper on the anticipated impact of the new SOLAS regulations on container weighing on behalf of President Designate and L&PA Chairman John Foord FICS (FONASBA). As the note says, this is a whole new ball-game and the return of a customs cleared for export box to the shipper may well raise some novel issues that member state maritime safety authorities (and possibly customs) will not have encountered before.
It is therefore strongly recommended that the ship agency community in each FONASBA member state actively engages with all the relevant authorities to ensure the implications of a container being rejected for loading are fully identified, quantified that and appropriate measures are put in place to ensure the process is as simple as possible. As the coordinator of the port call, the agent is best placed to lead this process and we therefore recommend contact be made with the other parties as soon as possible. That it will also enhance the role of the ship agent as the centre of the operation is an additional, but nonetheless welcome, development!
