Pilbara Ports Authority has issued new safety rules on pilot ladders, man-ropes and associated equipment to boost safety at the port. Vessels that do not meet these safety rules will not be permitted to berth.
“Pilbara Ports Authority has become aware of several recent incidents related to the failure of pilot ladders or their associated equipment caused by poor condition or improper rigging. Investigations show that these incidents were caused by a lack of supervision, awareness of safety requirements and inadequate maintenance. Incorrectly rigged pilot ladders or pilot ladders that are in poor condition can have serious consequences, including the possibility of severe injuries or the loss of life for personnel using pilot ladders,” the Port Authority said in a statement.
As of 01 May 2023, all vessels calling at Dampier:
- must not use pilot ladders, man-ropes or associated equipment for any other purpose other than the transfer of marine personnel
- must not use pilot ladders that are older than 30 months from the date of manufacture (however, there are certain exemptions)
- must not use man-ropes that are older than 30 months from the date of manufacture or which have been used for more than 12 months
- must have associated ropes that are used to secure pilot laders that are of sufficient strength, construction and certification; such ropes shoudl be renewed no later than 12 months from the date of first use and records to be maintained in the vessel’s PMS
- must have pilot ladders that are certified as complying with international standards
- must have crew trained in the rigging and inspection of pilot ladders
The Port Authority advised that any vessel that has a poorly rigged or damaged pilot ladder will not be permitted to berth at the Port of Dampier until a compliant pilot ladder is installed.
